Central Coast Community Energy requests general and technical qualification responses to this Request For Qualifications (RFQ) from energy storage development companies, consultants and others for 3CE's new procurement effort to deploy Front-of-the-Meter (FoTM) energy storage projects, sized between 1 and 5 MW throughout its service area.

Central Coast Community Energy (CCCE) (previously Monterey Bay Community Power or MBCP) seeks one or more qualified organizations that will improve the frequency and quality of insights on customer electricity demand, both in the near-term and mid-term, by integrating detailed and timely input data with state-of-the-art load forecasting model(s). CCCE seeks a short-term (t<10 days) model that will forecast loss-adjusted customer electricity usage in CAISO’s day-ahead (DA) market. In addition, CCCE is also seeking a mid-term (1 year <= t < 5 year) load forecast model that will assist with annual regulatory compliance filings and procurement-related decisions. Because CCCE will evaluate the short-term and mid-term models independently of one other, it reserves the right to select multiple vendors after evaluating the respective costs and performance of the proposed solutions for each time period of interest.

MBCP (soon to be CCCE “Central Coast Community Energy” as of September 4, 2020) will be enrolling nearly 130,000 customers across 11 communities over the course of 2021. In January 2021, MBCP will be 8 enrolling communities in the PG&E territory – Del Rey Oaks, Paso Robles, Pismo Beach, Arroyo Grande, Grover Beach, Santa Maria, Guadalupe, Solvang, and northern part of Santa Barbara County. Around October 2021, MBCP will be enrolling communities in the SCE territory – southern part of Santa Barbara County, Goleta and Carpinteria.

To support the enrolling communities, MBCP seeks the development of cost-effective and successful promotional videos that will highlight who we are as an agency, what it means to enroll into MBCP, how to read their electric bill with new charges from MBCP, MBCP’s approach to re-investing in the region through our energy programs, and understanding MBCP’s approach to utility scale energy procurement. In addition, due to the inability to do our traditional public outreaching, it is very valuable to MBCP to be able to find an alternative way to share information to the public. MBCP has found that video campaigns achieve a scalable and interactive way of sharing key information with our enrolling customers throughout the Central Coast.

Throughout the year, MBCP both elects to and is required to send a variety of mailed customer notifications. Doing so requires print and mailing services including bulk-postage rate capabilities and demands timely responses to regular monthly and bi-monthly mailing lists provided by MBCP’s data management provider, as well as timely responses to additional mailers MBCP may elect to send at any given time. In addition to general Noticing and Mailers needs, MBCP has needs for Required Mailers to all customers two times each year, as well to each enrolling customer during times of enrolling new customers. In support of MBCP Marketing & Communications efforts, throughout the year MBCP needs general printing services to produce various printed collateral items such brochures, fact sheets, folders, business cards, etc. The expectation is that the Printer would provide printing services in this area, as well.

In support of enrolling 90,000 – 130,000 new customers in early 2021, MBCP is seeking media buying services to generate awareness and provide education about MBCP and the Community Choice Energy model to the enrolling communities of Arroyo Grande, Carpinteria, Del Rey Oaks, Goleta, Guadalupe, Grover Beach, Paso Robles, Pismo Beach, Santa Maria and Solvang, as well as the County of Santa Barbara. In addition to this Enrollment Campaign, MBCP is also seeking advertising support to generate awareness and participation in 2020 and 2021 Energy Programs.

MBCP & SVCE have both adopted a carbon-free supply portfolio goal and through this Joint RFP are seeking to acquire renewable resources with the ability to deliver up to 2,000,000 MWh of energy during compliance period 4 (2021-2024).

As part of Monterey Bay Community Power Authority's (MBCP) Uninterruptible Power Supply Fund Program (UPS), MBCP invites qualified vendors to respond to a Request for Qualifications (RFQ) to provide energy resiliency contracting services to MBCP public sector customers operating critical facilities within the MBCP service area. The UPS Program is a $25MM revolving fund (MBCP expects a 10 year cost recovery of MBCP Program funds) established to deliver reduced cost energy resiliency projects to eligible MBCP customers.

Energy resiliency projects provide critical facilities the ability to operate critical loads during grid outages. Critical loads, resilience duration, technologies/equipment and final contract structure will vary from project to project based on customer and MBCP needs.

The RFQ process will create a pool of three vendors who will be offered to propose services/projects to screened and eligible program applicants. UPS Program funds will be integrated as required to best reduce cost for these projects. There is no minimum or maximum project size. Vendor services shall include turn-key full service energy resiliency project design-build contracting including commissioning and measurement & verification.
